A Government programme. Real money to go digital.
The PDE is the Andorran Government’s programme, run together with Andorra Digital, Andorra Business and the Chamber of Commerce, to accelerate the digital maturity of the country’s businesses and freelancers. In 2025 it used up its €700,000 before year-end, with 229 beneficiary companies.
It's not theory. It's a direct subsidy to pay for real projects, with real providers, registered in Andorra Digital's official catalogue.

Sector-specific digital solutions
Direct subsidies for retailers, hotels, restaurants and professional practices. Each sector has its own catalogue of predefined solutions: websites with online stores, booking tools, internal management, digital customer service.
The subsidy rate depends on the solution and the sector, and applies to the real cost of the service. You must submit a quote from a provider accredited in the catalogue.
Cross-sector solutions
For any type of company, regardless of sector. They cover:
- Website and online store development
- Search engine optimisation (SEO)
- Cybersecurity: firewall, antimalware, security protocols
- Applied artificial intelligence
- Data analytics and BI
- Cloud storage and electronic payments
Personalised digital advisory
The Government funds part of a tailored advisory service that analyses your business, identifies your digital needs and defines a roadmap with a calendar and tracking indicators. It's delivered by a provider approved by Andorra Digital.
Soft financing for implementation
On top of the grants, the programme offers Government-backed loans at 0.95% interest to finance the portion of the project the grant doesn't cover.
Micro-businesses and SMEs. Exactly the ones with the fewest resources.
73% of the PDE beneficiaries in 2025 were micro-businesses (1 to 5 employees). The maximum grant amount adapts to the size of your business:

Businesses and freelancers with activity in Andorra.
If you have a registered economic activity in Andorra, you can most likely apply. The main requirements are:
- Be registered in the Registre de Comerç (and the Registre de Professions Titulades, if applicable).
- Be up to date with tax obligations and with the CASS (social security).
- Be carrying out an economic activity at the time of application.
- Have completed the prior digital diagnosis on the Andorra Digital platform — it is the first step.
The application is submitted online with a digital certificate. If you have doubts about any requirement, talk to me and we will review it together.

Audit, protocols and implementation. One of the most requested lines in the programme.

Andorra Digital has its own digital maturity questionnaire. It is the official starting point: you answer it in a few minutes and it positions your business for the grant. I do not replace it.

Once the grant is approved, we execute the project in phases. I won't ship anything you haven't seen and approved first.
You file the proof
When the project is live, you submit the invoice and documentation to collect the grant. I provide everything you need.

The PDE runs out fast.
The 2026 call has been open since 8 April, with €500,000. In 2025 and 2024 the budget ran out before year-end.
